I would go ahead and get her a collar and get her de-flead and wormed etc. These kids probably hid the cat in the house without the mother knowing. Give her a proper home, Im sure she is terrified of those other kids. If the problem persists, get your dad to go to the little girls house and speak to the mother again, as her children are haring you.
