The Great Gatsby, Chapter 9, What moral judgement does Nick make about Tom and Daisy?

Is chapter 9 the last chapter? I can't remember, but I read the book about a month ago. Basically, he says they go around and pretty much mess other peoples' lives, and they just retreat back into their wealth and run away from their problems, like they did with Gatsby's death. It's actually pretty obvious if you read the scene about Nick talking to Tom at the end of the book, and about the handshake thing.
